Shelly L. Myers

Shelly is the Executive Vice President of MSB Associates and provides
key stewardship for this small company as it continues to grow rapidly
and expand services into the Federal and private sectors. In this
capacity she has also provided executive consulting services to numerous
Federal agencies to include: Immigration and Customs Enforcement (ICE),
DHS HQ (Office of the CIO), and the US Patent and Trademark Office;
providing expert advice and assistance in establishing program management
offices, acquisition policy, performance management, and governance.
Prior to coming to MSB Associates, Shelly capped a 30-year career
in the public sector as the Deputy, Chief Information Officer at the
National Archives and Records Administration, where she served as
the Source Selection Authority for the transformational $308M Electronic
Records Archives program to preserve and protect digital records across
the Federal Government. She was also responsible for all agency Information
Technology (IT) systems’ design, development, and maintenance.
This included all policy and procedures necessary to carry out the
agency’s IT mission of electronic records preservation. Before
this Shelly was the Director, IT Program Management, in the Office
of Information Technology at the Transportation Security Administration
(TSA). In this role she was responsible for the Office of Information
Technology’s acquisition and program management for all critical
IT projects being put in place to facilitate the mission of this vital,
new agency. She was awarded the TSA “Gold Medal” Award
for Excellence in Technology.
During her tenure in the Federal Government she was a member of the
Senior Executive Service managing complex, multi-million dollar programs.
These programs include Business Systems Modernization for the Internal
Revenue Service; Communication, Navigation, and Surveillance Systems
for the Federal Aviation Administration; and all major IT programs
at the National Archives.
While on active duty in the Air Force, she served as a Senior Military
Assistant to the Assistant Secretary of Defense for Command, Control,
Communications, and Intelligence with direct oversight responsibilities
for DoD’s role in the National Airspace System as well as all
vital Air Force command and control programs. Her responsibilities
included strategic planning, congressional liaison, policy development,
and DoD advocacy in the National forum. She was awarded the Legion
of Merit for her distinguished career.
Throughout her career she has led business process improvement and
change management in every position held. She has also mentored and
trained personnel and was often called upon to perform public speaking
engagements. Shelly holds advanced degrees from Pepperdine University
and the National Defense University. She is also a Project Management
Institute (PMI) certified Project Management Professional (PMP) and
was awarded the Department of Homeland Security Certified Acquisition
Professional, Program Manger – Level III certificate (programs
over $1B).
